程裕东同志给本刊提了一个好建议。县(市)人武部改建地方,这是人武战线组织体制的重大变化,必然给人武工作带来一系列新情况。比如,怎样理顺领导关系,正确坚持双重领导制度?怎样既服从中心又坚持以主要精力做好民兵和兵投工作?怎样协调人武部和预备役团的关系,把民兵工作和预奋役工作结合起来等等。对于这些事关能否开创民兵、预备役工作新局面的问题,确实有讨论一下的必要。本刊决定从这期起,开展《改建后怎样做好人武工作》的讨论。希望大家各抒己见踊跃发表意见。
