The non-perturbative scattering theory is used to study the angular distribution of photoelectrons after threshold-up ionization. The generation and evolution of the fine structure of the photoelectron angular distribution are clarified and the incorrect interpretation of the fine structure is clarified. The results show that the fine structure of the photoelectron angular distribution is generated by the oscillation of the composite Bessel function, in which the number of the jetting structures is double the number of extreme values of the composite Bessel function in the maximum range of the independent variables
