一、加速辽东半岛对外开放的总体构想1.辽东半岛概况国务院批准的辽东半岛经济开放区范围是大连、营口、丹东、锦州、盘锦、鞍山、辽阳等8市及所属的17个县。辽宁省政府决定抚顺、本溪和长海县也享受经济开放区的优惠政策待遇。这样,辽东半岛对外开放区实际达到10市22个县。这一地区土地面积为6万平方公里,占全省总面积的40%;人口2491万人,占全省人口的66.9%,其中城市人口1207.5万人,占全省城市人口的89.2%。1986年,这一地区工农业总产值765.1亿元,占全省的86.2%。其中工业总产值706亿元,占全省工业总产值的89.3%;农业总产值59.1亿元,
