编前把好干部入口关,防止“贪者”、“庸者”进入各种领导岗位,这是反腐败“关口前移”的极其重要的一环。如何才能把好“入口关”?近年来我国推行了“公选干部”制度。这一改革举措,避免了任用国家重要公职人员这样重大的事情由个别人凭个人好恶“拍脑袋”的轻率做法和一些动机不良者通过隐秘手段爬上领导岗位的机会,基本上实现了在公试面前“人人平等”。但是,实践也表明,日前的“公试”、“公选”等方法还没有实现真正意义上的“公平”,离干部选任制度的民主化、科学化还存在一定距离,这正是需要今后在实践中进一步改进和完善之所在。本期选发的《“公选”的关键在于“制度”》一文,比较合乎实际地对现阶段实行的“公试”制度进行了总结和分析,对如何完善干部选拔任用制度很有启示。“
