公共文化服务设施建设的目的,是通过这些设施,提高公共文化服务的覆盖水平和供给能力,从而保障好、实现好、发展好人民群众的文化权益,共享文化发展成果,以文化人,提升全民族的文明素质。建是为了用,公共文化服务设施要建好,更要用好,以满足人民群众基本公共文化服务的需要。因此,评价公共文化服务设施的建设,不仅要看硬件建设的情况,更要衡量其作用发挥的情况,最终要把人民群众的参与度和满意度作为评价的结论。
