现将省人民政府办公厅研究室《增强企业活力的有效尝试》的调查报告转发给你们参考。从前段试点情况看,资产经营责任制是实行“两权”分离,建立合理的企业经营机制,搞活企业的一种富有生命力的承包经营形式,效果比较显著。目前,这种形式大部分只在亏损、微利、小型企业试行,根据省政府领导同志的意见,各地应按照自己的实际情况,扩大试点的范围,可以有选择地在一些大中型企业进行试点。调查报告中针对存在的问题提出的建议,各地在实践中可以进一步探讨和研究,目前暂不作统一规定。
