“人权保障”作为国家法治和政策层面的战略目标,需要各种形式的人权教育作为实现基础。警察是维护公共安全、社会秩序的重要力量,事关人民群众生命、自由、财产安全等权利的实现,尤为需要接受人权教育。警察人权教育在“法治公安”建设、塑造民警法治思维、公安执法规范化建设实现等方面均有着独特价值,其重要意义值得我们关注。
As a strategic goal of the country’s rule of law and policy, “human rights protection” requires all forms of human rights education as the basis for its realization. The police are an important force in safeguarding public security and social order and are related to the realization of the rights and interests of the people, such as life, freedom and property safety. They are especially in need of human rights education. Police human rights education has its unique value in the construction of “public security under the rule of law”, the thinking of shaping the rule of law in the civilian police and the realization of the standardization and construction of public security and law enforcement. Its important significance deserves our attention.
