太行山横亘我省西部,是华北平原重要的生态屏障,也是太行山山前河系的水源地。绿化太行山是解决我省水资源匮乏,改善生态环境,加快太行山区经济发展,提高防洪保安能力的战略措施。为了加快太行山绿化进程,如期完成到2000年绿化太行山的任务,特作如下决定:一、实施太行山绿化工程的原则和总体目标太行山区造林绿化要坚持经济效益、社会效益、生态效益相统一的原则,按照在宏观上建设生态体系,微观上发展木本粮油等特色经济的目标,实行山、水、林、田、路综合治理,
