交财审发[2016]221号2016年12月26日印发第一章总则第一条为加强交通运输部政府采购管理,规范政府采购行为,提高政府采购资金的使用效益,根据《中华人民共和国政府采购法》(以下简称《政府采购法》)及其实施条例等有关法律法规,制定本办法。第二条纳入交通运输部部门预算管理的部属单位(以下称采购人),使用财政性资金实施的政府采购活动,适用本办法。
