周恩来在新中国成立以后的十多年时间里,一直重视精简机构的问题,他充分认识到机构臃肿对于经济建设的消极影响。周恩来与党的领导集体对国家机构、军队进行了大刀阔斧的精简,取得了很大的成绩。我国精简机构任重而道远,精简机构存在着复杂性、艰巨性、急迫性。各级机构的编制应该法制化,使用人员的机构与给予编制的机构相分离,是今后改革的一个思路。
In more than a decade after the founding of People’s Republic of China, Zhou Enlai attached great importance to streamlining the organization’s problems. He fully realized the negative impact of bloated institutions on economic construction. Zhou Enlai and the party’s leading collective carried out a drastic simplification of the state apparatus and the army and achieved great successes. In our country, there is a long way to go in streamlining the organization. There is complexity, arduousness and urgency to streamline the organization. The establishment of institutions at all levels should be legalized. The separation of the institutions that use personnel from the institutions that are given to them should be an idea for future reforms.
