我国开发区将率先建立六种新体制(一)建立新管理体制,确立开发区与国家(包括中央和地方)的关系。(二)建立开发区内新的要素市场体系(包括硬、软件),当前更重要的是资金市场。(三)建立起一个以按劳分配为主,其它分配形式并存的效益优先、兼顾公平的分配体制。(四)发展社会保障体系。在开发区要打破原有的条条框框,搞社会统筹。(五)建立现代企业制度,特别是理顺和明确开发区内企业的产权关系。(六)加速开发区经济与国际市场率先接轨,加速开发区外向型经济发展。
China’s development zones will take the lead in establishing six new systems. (1) Establish a new management system and establish the relationship between the development zone and the country (including the central and local governments). (II) The establishment of a new factor market system (including hardware and software) in the development zone. More importantly, it is the capital market. (3) Establish a distribution system that gives priority to benefits based on labor distribution and coexistence of other forms of distribution. (d) Development of a social security system. In the development zone, we must break the existing regulations and engage in social co-ordination. (5) Establishing a modern enterprise system, in particular, straightening out and clarifying the property rights relationship of enterprises in the development zone. (6) Accelerate the development zone’s economy and the international market to take the lead and accelerate the development of export-oriented economy in the development zone.
