目的 探索适合我国农村集中式供水水厂特点的“饮水安全计划”推广模式.方法 基于“饮水安全计划”,在北京市丰台区及其区域内2个农村集中式供水水厂及其行政村开展专家咨询、小组访谈、深入访谈、现场调查等,制订一个构建“饮水安全计划”技术推广的组织体系.结果 构建“饮水安全计划”技术推广的组织体系;项目推广实施过程中政府起主导作用和协调作用.要求相关部门积极参与推广工作;对推广的过程、结果进行技术评价;通过经济补偿提高技术推广机构的积极性,增加水厂、村级政府参加培训的普及性;通过激励和约束机制强化操作执行层的技术应用.结论 新设计的推广模式适合于我国小型村镇的区域饮水安全保障体系建设.“,”Objective To explore a model to promote the“Water Safety Plan”(WSP) fitting the centralized water plants in rural areas in China. Methods Base on the WSP, expert counseling, group interview, in-deep interview, on-site investigation were conducted so as to develop an organizational framework for technical promotion in 2 rural water supply plants in Fengtai District, Beijing. Results An organizational framework for technical promotion in rural water supply plants was developedwith the leading role and coordination role of goverement, participation of relevant sectors, technical evaluation of the process and outcome of technical promotion, raising the enthusiasm of the technical promotion institutions through economic compensation, pupularization of training participated by the water supply plants and villagfe governments, and strengthening the technical utilization of the executive personnel through incentive and restriction mechanisms. Conclusion The newly developed organizational framework for technical promotion fits the establishment of regional drinking water safety system in small-sized towns and villages in China.
