洪江市横岩乡苍蒲村青年农民杨顺友。1990年以来纠集他人多次驾船用电鱼机在沅水河中打鱼,在群众中造成极坏影响。市渔政管理站根据群众举报,1990年曾两次查处了杨顺友的电打鱼不法行为。但杨累教不改,今年三月又伙同他人在沅水河作案,被市渔政站查获。为了狠狠打击电鱼案件和教育他人,市渔政站除对其作了没收电鱼机、渔获物和罚款的处理外,还报请水上派出所,对杨作出了行政拘留
