目的了解河南省基层医疗机构2013年各类人力资源需求状况,为河南省基层医疗机构卫生人力资源的发展提供建议与对策参考,为制定科学的卫生管理和卫生政策提供实证依据。方法通过河南省继续医学教育管理系统(ICME),收集河南省168家社区卫生服务中心人力和1 220家乡镇卫生院资源需求情况、103家社区卫生服务中心和878家乡镇卫生院对人才培养的建议,并进行分析。结果在社区卫生中心和乡镇卫生院的各类人力资源需求中,临床医生、公共卫生医师、护士均居前三位。对于社区卫生中心,第四到第八位依次是影像、检验等诊断医师、全科医师、管理人员、药师、中医;对于乡镇卫生院,第四位到第八位依次是管理人员、全科医师、药师、影像、检验等诊断医师、中医。经χ~2检验,社区卫生中心比乡镇卫生院更需要影像、检验等诊断医师,乡镇卫生院比社区卫生中心更需要护士。对于社区卫生中心和乡镇卫生院,重要程度较大,排在前3位的建议,依次是人才培养类的建议(E类)、宏观政策倾斜类的建议(A类)、提高待遇类的建议(C类);对于社区卫生中心,第四到第十二位依次是人才技能类(H类)、人才培训类(F类)、培养培训方法类(G类)、编制建议类(B类)、医德建议类(K类)、硬件设施类(J类)、人事管理类(I类)、职称建议类(D类)、人员缺少类(L类);对于乡镇卫生院,第四位到第十二位依次是G类、F类、I类、B类、H类、J类、K类、D类、L类。结论加强基层医疗机构临床医生、公共卫生医师、护士这三类卫生人力资源的培养,以满足基层医疗机构的卫生人力资源需求。加强基层医疗人才培养建设,国家给予政策倾斜和财力支持,同时提高基层医务人员各方面待遇。
Objective To understand the demand for various types of human resources in primary health care institutions in 2013 in Henan Province, provide suggestions and countermeasures for the development of human resources for health work in primary health care institutions in Henan Province, and provide empirical evidence for the development of scientific health management and health policies. For the community health centers and township hospitals, the most important ones are the top three recommendations, followed by the suggestions on talent training (category E), the macro-policy-oriented recommendations (category A), and the proposals for improving treatment (Category C); for the community health centers, the fourth to twelfth place are talent skill category (H category), talent training category (F category), training and training method category (G category), preparation and recommendation category (category B ), Medical advice (K), hardware facilities (J), personnel management (I), job title (D), lack of personnel (L); for township hospitals, the fourth To the twelfth, followed by G, F, I, B, H, J, K, D, L. Conclusion The training of three types of health human resources such as clinicians, public health physicians and nurses in grass-roots medical institutions should be strengthened so as to meet the needs of health workforce in primary medical institutions. We will step up training and building of grassroots medical personnel, and the state will give policy support and financial support while raising the treatment of grassroots medical personnel in all aspects.
