宁波是继深圳之后全国最早开展行政审批制度改革的城市之一,也是浙江省首个试点城市。由该报告透露,自1999年改革以来,我市持续深化改革,很多创新举措走在了全国前列,取得了显著成效。一是审批事项大幅削减和下放。截至2013年底,先后开展了六轮大规模的行政审批事项清理和下放,审批事项从1999年的1289项减少到710项,其中,向县(市)区下放行政审批及相关管理权限
