1996年“八一”,这对松原市市委书记施殿金来说,更是值得纪念的日子。他预任预备役领导职务近8年,这一天他光荣地佩戴上了预备役大校军衔。在沈阳军区举行的授衔仪式上,熟悉他的军区首长都和他握手表示祝贺,同时亲切地对他说:“你八年如一日,关心支持预备役工作,授予预备役大校军衔当之无愧。” 施殿金从1988年任白城地委副书记时起预任白城预备役师副政委,1992年后调到新成立的松原市任市委书记,因白城预备役师所属部队跨白城、松原两市,所以他仍预任副政
