国务院办公厅修订发布的《国家行政机关公文处理办法》(以下简称《办法》)指出:“公文标题,应当准确简要地概括公文的主要内容,一般应当标明发文机关,并准确标明公文种类。”这对公文标题的标引作出了非常明确的规定,即公文的标题由发文机关、主要内容概括和公文的种类三部分组成。但《办法》中指出,“一般应当标明发文机关”,如何把握这个“一般”,笔者在从事公文处理过程中,作了一些尝试:
