目的了解中国全球基金艾滋病项目地区静脉吸毒人群(injecting drug user,IDU)艾滋病高危性行为干预工作模式。方法对承担IDU艾滋病高危性行为干预工作的市级和县区级疾病预防控制中心(center for disease control and prevention,CDC)进行问卷调查。结果调查了30个省(直辖市、自治区)的86个市和820个县区CDC。干预目标人群的计划数和完成数分别为227 561人和240 825人,完成率为105.8%,共有9种干预模式,分别是委托戒毒所、聘用目标人群同伴教育员、CDC工作人员、委托社区卫生服务中心等医疗机构、委托社区(草根)组织模式、委托美沙酮门诊点、CDC聘用专职人员、委托街道等相关政府部门、委托协学会的干预模式。市本级的干预模式数量以委托戒毒所和CDC工作人员为多,分别占干预模式数量的33.7%(35/104)和21.2%(22/104),县区级多采用聘用目标人群同伴教育员和委托戒毒所的模式,其数分别占26.9%(283/1 051)和24.6%(259/1 051)。结论委托戒毒所模式是全球基金艾滋病项目地区的主要干预模式,今后在IDU人群中开展干预工作时,建议包含预防丙肝的内容。
Objective To understand the HIV / AIDS behavioral interventions for injecting drug users (IDUs) in AIDS-related areas of China’s Global Fund. Methods A questionnaire survey was conducted on municipal and county-level disease control and prevention (CDC) undertaking high-risk behavioral interventions for HIV / AIDS in IDUs. Results The CDC of 86 cities and 820 counties in 30 provinces (municipalities and autonomous regions) were investigated. The number of interventions and the completion of the target population were 227 561 and 240 825 respectively, with a completion rate of 105.8%. There are 9 intervention modes, namely, commissioned drug rehabilitation center, hired target peer educator, CDC staff, community commissioned Health care centers and other medical institutions, commission community (grassroots) organizational model, commissioned methadone clinics, CDC hired full-time staff, commissioned by the streets and other relevant government departments, commissioned Association intervention model. The number of city-level interventions was mainly commissioned by detoxification centers and CDC staff, accounting for 33.7% (35/104) and 21.2% (22/104) respectively of the number of intervention modes. County-level prefectures used peer education The number of deputies and commissioned detoxification centers accounted for 26.9% (283/1 051) and 24.6% (259/1 051), respectively. Conclusion The commissioned detoxification model is the main mode of intervention for AIDS-related projects in the Global Fund. In future interventions in the IDU population, it is recommended to include prevention of hepatitis C virus.
