在1995年7月召开的中国水土保持学会小流域综合治理专业委员会第2次会议上,与会专家热烈地讨论了小流域综合治理开发的标准化问题,对80年代制定的小流域治理标准进行了补充修订。这次小流域综合治理开发标准的补充修订,主要基于以下情况和考虑。一是为了适应小流域综合治理开发新形势的需要。1980年4月水利部下发的《水土保持小流域治理办法(草案)》对全国水土保持工作的全面开展起到了导向作用。迄今已实施16年,小流域综合治理开发从点到面展开,并不断向纵深发展,新鲜经验层出不穷,全国水土保持工作形势发生了很大变化。原来的五条标准已不适应客观需
