建立高效、通畅、可调控的物资流通体系(以下简称“可调控体系”),不是主观臆想出来的,它是我国几十年,特别是近十年来实践经验的科学总结,它全面而精深地体现了社会主义物资流通的本质特征,集中而深刻地反映了有计划的商品经济运动的内在要求。“可调控体系”不是一个简单概念,它是由“高效”、“通畅”、“可调控”和“物资流通体系”四个单体概念构成的复合概念,每个单体概念并非孤立而存,它是有着内在的联系,但又有各自不同的内涵,现作如下分析。
The establishment of an efficient, smooth, and regulated material circulation system (hereinafter referred to as “regulatory system”) is not a subjective speculation. It is a scientific summary of China’s practical experience for decades, especially in the past decade. It is comprehensive and profound. It embodies the essential characteristics of socialist material circulation, and reflects in a concentrated and profound manner the inherent requirements of a planned commodity economy movement. “Regulatory system” is not a simple concept. It is a composite concept consisting of four individual concepts: “high efficiency,” “unobstructed,” “regulatable,” and “material flow system.” Each individual concept is not isolated. It has an internal connection, but it also has its own different connotations. It is now analyzed as follows.
