公立医院绩效考核是医院改革和发展的一项重要措施,是完善公立医院激励制度和约束制度的重要途径。所谓绩效考核是指医院对照年度工作目标和岗位责任制,采用科学方法,定期评价员工履行岗位职责和工作业绩,并将结果反馈给被考评者的工作过程。它不仅是医院人力资源管理的核心,也是医院管理的重要组成部分。目前国家正在建立一种新的激励机制,推进机构内部分配制度改革,保证多劳多得、优劳优得,把医疗卫生人员的积极性调动到提高效率和改善服务上来,真正发挥医改主力军的作用,积极稳妥地推进医疗卫生机构补偿机制和收入分配制度的改革。
