(一)科学发展观是指导规划发展的新理论科学发展观为规划发展指明了方向。党的十七大报告明确指出,科学发展观第一要义是发展,核心是以人为本,基本要求是全面协调可持续,根本方法是统筹兼顾。从规划视角而言,科学发展观指出了规划是为了发展,这个发展不仅是经济的增长,还包括社会的发展,生态的发展。规划要以人为本,突出保障民生。在以往的规划中往往过多强调物质规划,忽视了人在社会经济活动中
(A) the scientific concept of development is to guide the development of a new theory of scientific development concept for the planning and development pointed out the direction. The report of the 17th National Congress of the CPC made it clear that the first important point of the scientific concept of development is development, the core is people-oriented, and the basic requirements are overall coordination and sustainability. The fundamental method is to take all factors into consideration. From a planning perspective, the scientific concept of development points out that planning is for development. This development is not only an economic growth but also includes social development and ecological development. Planning should be people-oriented, highlighting the protection of people’s livelihood. In the past planning often over-emphasized material planning, ignoring people in social and economic activities
