思考之一:进一步提高各级领导和社会对继续教育重要性的认识。国家和国家、企业和企业、人和人之间的竞争将转移到获取知识、运用知识和创造新知识能力的竞争上。这三种能力都离不开教育,特别是继续教育。世界各国,尤其是发达国家为提高综合国力、保持竞争优势,十分重视作为开发人力资源重要手段的继续教育。把包括继续教育在内的教育作为一项发展战略来考虑。克林顿在1997年美国众议院发表国情演说中指出:
One of pondering: To further raise the awareness of leaders and society at all levels about the importance of continuing education. Competition among nations and nations, businesses and businesses, people and people will shift to competition for access to knowledge, use of knowledge, and creation of new knowledge. These three abilities are inseparable from education, especially continuing education. All countries in the world, especially the developed countries, attach great importance to continuing education as an important means of developing human resources so as to enhance their overall national strength and maintain their competitive edge. Education including continuing education is considered as a development strategy. Clinton said in a speech delivered by the U.S. House of Representatives in 1997:
