随着各地免税政策的落实,乡村债务问题越来越明显地暴露出来,已成为我国社会主义新农村建设一道难过的坎。可见,乡村债务问题已不仅仅是一个经济问题,还是一个突出的政治问题。乡村债务产生的主要原因在于乡镇政府的事权与财权存在严重的不对称、乡镇政府职能过宽使得乡村行政运行成本过高、“政绩工程”及投资失误导致巨额乡村债务等几个方面。通过对乡村债务成因的探讨,提出了治理和化解乡村债务的路径选择。
With the implementation of tax-free policies in all parts of the country, the issue of rural debts is more and more clearly exposed and has become a sad point in the construction of a new socialist countryside in our country. Can be seen that the issue of rural debt has more than just an economic issue, but also a prominent political issue. The main reason for rural debt is the serious asymmetry between the power and the property rights of the township government. The excessive functions of the township government make the administrative costs of the rural areas too high, and the “performance engineering” and the huge rural debt caused by investment mistakes. Through the discussion of the causes of rural debt, this paper puts forward the ways to govern and resolve the rural debt.
