徐慧筠感觉自己每四年一变,在日内瓦四年,回国的第一个四年在原产地处,最近的这四年在价格处。这三个四年的工作轮转,都与WTO密切相关,第一个四年是参与入世谈判,第二个是按照WTO的原产地规则开展中国海关的原产地管理工作,第三个四年就海关估价与WTO规则完全接轨。学法律出身的徐对制度、条文格外关注。在海关估价的法律法规方面,徐慧筠认为,中国海关的相关法律法规与WTO的对照,已经是最贴切的了。在价格方面,海关是从完全限价到三级限价,再到审批,参考价格,现在到成交价格为准,这是一步一步向WTO规则的要求靠拢。徐慧筠认为,谈判的过程就是不断靠近的过程,入世后,在法律法规上彻底跟上了,这是一个大的转变。入世十年,再看海关在业务操作上与WTO的规则越来越贴合,自觉地运用WTO的标准在做事情,包括现在的贸易便利化的谈判。其实对于入世的经验教训而言,观念转变是最重要的。入世后的规则适应不是一天就能做成的,不是法律法规的文字到了,就能够直接执行了。观念的转变和规则的适应都是个过程,这十年依然在持续,这也是十年过渡性审议的客观原因。徐慧筠说:“其实我们一直在转变中,但由于原来固有的观念太强大了,有一个转变的过程。”
