行政自由裁量权合理行政程序规制的目标就是通过行政程序保障行政机关在行使行政自由裁量权时能够做到公开公平公正,合理的程序规制要保护程序价值的独立性、保证对人的尊重,保证行政裁量结果能够得到普遍的认同,总结下来,合理的程序规制应该符合透明性、非强制性、稳定性、可接受性、可辩驳性、可预测性等特点。
