前言河南省临淮岗淹没影响处理工程位于河南省固始县沿淮地区,是临淮岗洪水控制工程的组成部分。工程淹没影响总面积306km~2,其中耕地面积1．61万hm~2,淹没影响区内居住人口20．9万人。工程主要建设项目为:堤防培高加固、险工处理、闸站、公路桥、撤退道路等。淹没影响区包括淮河干流王家坝以下、支流史灌河和泉河下游的圩区和洼地,其中工程淹没区面积140km~2,回水影响区面积166km~2,河南省淹没影响区布置撤退道路105．85km,其中干道9条长56．29km,支道19条长49．56km。为避免洪灾损失,确保群众生命财产安全,改善这一区域生产、生活条件,并且在工程运用时,保证淹没区内群众能顺利撤退到安全地带,迅速及时地转移重要财产及运送救援物资,修建撤退道路成为保证临淮岗工程安全运用的重要工程。
Preface The Linhigang submerged impact treatment project in Henan Province is located in the Gansu-Huaihe River area of Gushi County in Henan Province and is an integral part of the Linhuaigang Flood Control Project. Inundation affected a total area of 306km ~ 2, of which cultivated land area is 16100hm2, inundating affected area with 209000 inhabitants. The main construction projects for the project are as follows: Strengthening and strengthening of dikes, handling of dangerous works, gate stations, highway bridges and retreating roads. The submerged affected area includes the polders and depressions below Wangjiaba in the mainstream of the Huaihe River, the lower reaches of the Shihehe and Quanquan Rivers in the mainstream of the Huaihe River, of which the flooded area of the project is 140km ~ 2 and the area of backwater impact is 166km ~ 2; .85km, of which nine trunk roads are 56.29km long and nineteen branch roads are 49.56km long. In order to avoid the loss of floods, ensure the safety of people’s lives and property, improve the production and living conditions in this area, and ensure that the people in the inundated areas can be smoothly retreated to safe places during the operation of the project, quickly and timely transfer important assets and deliver relief supplies, The retreating road has become an important project to ensure the safe use of Linhuaigang Project.
