当前,我国政府绩效评估尚处在初期探索阶段,还存在很多不完善之处。不全面的内部评估忽视了政府行为相对者——社会组织和公民个体,对评估结果的客观性和科学性造成一定影响。本文对我国政府绩效评估中公民作为评估主体的必然性、必要性及主体参与价值诸方面内容展开讨论。
At present, the performance evaluation of our government is still in the early stages of exploration, there are still many imperfections. Incomplete internal assessment ignores the relative behavior of government - social organizations and individual citizens, the assessment of the objectivity and scientific certain impact. This article discusses the inevitability and necessity of the citizen as the main body of assessment in the government performance evaluation of our country and the content of the main participation value.
