浙江省杭州市以问题为导向,以项目建设为抓手,按照“蓄、留、排”的防涝思路,积极推进城西排涝工程治理,随着“五水共治”三年行动计划的全面实施,城西地区内涝治理成效明显,防御条件及区域排涝能力有较大的提升。本文通过对城西地区内涝综合治理成效评估、区域特点及原因分析,提出了从根本上真正解决城西内涝问题的对策建议。2014年以前,城西地区每年逢雨必灾,特别是短时连续降雨都会造成许多小区和路段严重积水,留下地区洪涝尤甚,城市交通一度瘫痪,给市民的工作和生活带来诸多不便,
