上海沿海六个县共有378个镇。它们在上海经济的发展中发挥了多方面的作用。但由于长期未加重视,又缺乏总体规划,目前普遍存在着规模太小、布局混乱、商业服务业不发达、生态环境恶化等问题。本文认为,上海沿海集镇发展的战略目标,在于工农结合,城乡协调,产业合理,功能健全,环境优美,设施齐全,成为大中小结合的开放型的集镇网络。为此,作者提出要重视开发五块特殊地区的集镇;要积极发展乡镇工业,大力兴办第三产业;要健全功能,形成体系;要“定向培养”,造就个性,使上海的沿海集镇成为大都市的第一经济幅射圈,在改造振兴上海的发展战略中,逐步发展成为微型化的城市、进步的乡村。
There are 378 towns in six coastal counties along Shanghai’s coast. They have played a multifaceted role in the economic development of Shanghai. However, due to the fact that it lacks long-term emphasis and lacks overall planning, problems such as the scale too small, the chaotic layout, the underdeveloped commercial service industry, and the deterioration of the ecological environment are all common problems.
