In order to conscientiously implement the spirit of the “Notice of the State Council on Further Deepening the Reform of Urban Housing System and Accelerating Housing Construction” (Guo Fa [1998] No. 23, hereinafter referred to as the “Circular”) and in light of the actual conditions in the province, we hereby notify you as follows: I.
