离任发言一般是指领导干部在面对岗位进、退、留、转,告别原单位(原地区)时在会议上发表的正式讲话。随着我国人事制度的改革,无论是党政领导干部,还是一般公职人员,都有可能用到离任发言稿。领导干部离任都少不了发表讲话,但给人留下深刻印象、真正触动人心的并不多。近日,笔者在网络上看到一篇某区委书记的《离任发言》现在看来,这虽非时文,但深感这是一篇不可多见的好文章,读后让人如饮醇酒,清新甘冽,回味无穷,不愧为领导干部离任讲话
