现行医疗体制下,我国整体医疗资源分布不均,使得患者就医过度集中在较高层级的医疗机构,造成“看病难、看病贵”的现象及频发的医患冲突,引起社会各界的关注。2015年9月,国务院办公厅印发了《关于推进分级诊疗制度建设的指导意见》部署加快推进分级诊疗制度的建设,形成科学有序的就医格局,提高人民的健康水平,进一步保障和改善民生。2016
