省交通厅《关于加强我省公路养护管理的报告》,已经省人民政府同意,现转发给你们,请研究执行。我省现有公路九万多公里,由于长期超负荷承运,致使路况较差,全省平均好路率仅百分之五十。为了改变这一状况,省交通厅提出实现公路养护管理“三年变样”的具体目标。各级政府和有关部门以及公路沿线的群众,要大力支持公路交通部门搞好公路齐护和路政管理工作,保证公路交通的安全畅通。公路养护管理部门要加强基础工作,搞好基属建设,完善内部经济责任制,实行企业化管理。交通部门要狠下功夫,狠抓目标落实。省政府届时将按计划进行检查、评比、考核、奖惩。

There are more than 90,000 kilometers of existing roads in our province. Due to long-term overloading and transportation, the traffic condition is poor, and the province’s average good road mileage is only 50%. In order to change this situation, the Provincial Communications Department put forward the concrete goal of realizing the road maintenance management and “three years changing”. The government at all levels and relevant departments as well as the people along the highways should strongly support highway traffic departments in improving road maintenance and administration of the road and ensuring the safety and smoothness of road traffic. Highway maintenance and management departments should strengthen basic work, do a good job in building a subordinate base, improve the internal economic responsibility system, and implement enterprise management. Traffic departments should make great efforts, pay close attention to the implementation of the goal. The provincial government will be scheduled according to the inspection, appraisal, examination, rewards and punishments.
