湖南省人民委员會命令 (55)會財字第○七六一號現將我會‘關於專暑在财政工作上職權範圍劃分的决定’頒發於後,希各地遵照執行。省長程潛一九五五年八月十三日專署在財政工作任務上主要是受省的委託,代表財政廳對所屬縣市財政工作進行領導,其職權範圍大致有如下幾點: 一、根據省颁該地區的總指标,按照各縣(市)的實際需要,分配和調劑所轄各縣(市)的指標;對縣(市)的年度預算,企業財務收支計劃、計算、决算,企業決算,負責初审和汇總;對縣(市)季度彙總收支計划提供意見,以保证預算的正確貫徹執行。二、根據預備费的使用範圍,負責核批所屬各縣(市)動支预备費事項。
