由于清政府成功地解决了蒙古和西藏问题,解除了南北两翼的威胁,从而使西北地区的形势发生了重大变化,河西、河湟、宁夏、延绥等明的(?)北边防前线成为内地,把防线推进到新疆地区,从而把新疆地区统一于中央政府的直接领导下,改变了过去历代经营西域以羁縻为主的方针。清政府开发西北的决策就是在这种背景下制定的。
