90年代初,山东省泰安市企业职工因病或非因工致残,只要医院出具一纸完全丧失劳动能力的证明,便可办理提前退休,享受退休待遇。于是,走后门、托人情、弄虚作假现象不断发生,此风蔓延不仅使企业业务骨干过早地流失、而且严重冲击了社会保险基金“大厦”,企业职工颇有微辞,谓之“暗箱操作”。泰安市劳动鉴定委员会于1997年成立后,根据有关文件规定,制定了劳动鉴定工作制度,完善了工作程序,坚持客观公正、实事求是的原则,积极开展工作,使此项工作逐步实现了规范
