笔者认为,改革我国法院的管理体制,重在解决目前审判管理的行政化问题。为此要进一步完善以审判工作为中心的审判流程管理制度,确保审判工作高效运行;完善以法官管理为中心的法院队伍管理制度,提高法官的政治素质和业务素质;完善以两庭建设为中心的司法行政装备管理制度,加大对中西部地区的政策倾斜;完善以制度建设为中心的司法政务管理,实现管理的规范化、制度化。
The author believes that the reform of the management system of our courts focuses on resolving the administrative problems of trial administration. To this end, it is necessary to further improve the judicial process management system centered on judicial work so as to ensure the efficient operation of adjudication work; improve the management of the court team centered on the administration of judges and improve the political quality and professional quality of judges; and improve the construction of the two courts Judicial administrative equipment management system to increase the central and western regions to tilt the policy; improve the institutional construction as the center of the administration of justice and government management to achieve the standardization and institutionalization.
