随着社会经济的快速发展,我国的经济体制也发生了重大转变,已由计划经济转向市场经济,然而因政治体制改革没能与时俱进,相对滞后,还受到发育不全的市场经济因素制约,导致我国各级林业部门在职能上还没有彻底转变到位,缺乏规范、合理的行为方式。本文对我国林业发展中出现的问题进行了详细分析,提出发展建设林业,必须从意识建设、机构改革、职能转变等地方开展,认真落实贯彻中央林业精神,以科学发展观为准则,充分运用高新技术,强化林业法制建设,制定以生态建设模式为主的林业发展规划。
With the rapid development of social economy, the economic system of our country has also undergone a major change and has shifted from a planned economy to a market economy. However, due to the failure of the political system reform to keep pace with the times and lag behind, it is also constrained by the underdeveloped market economy As a result, the forestry departments at all levels in our country have not completely changed their functions and lacked a normative and reasonable behavior. This paper analyzes in detail the problems in the development of forestry in our country, and puts forward that the development and construction of forestry must be carried out from the aspects of awareness building, institutional reform and functional transformation, conscientiously implement the spirit of the Central Forestry, take the scientific outlook on development as the guideline, Technology, strengthen the legal system of forestry, and formulate the forestry development planning based on the mode of ecological construction.
