我国制定的水资源费政策,自实施以来,在节约水资源,促进水资源可持续利用方面,发挥了重要作用。但在水资源费政策的理论和实践中,还存在着对水资源费性质认识不清的问题。鉴于正确认识水资源费的性质,是进一步完善水资源费征收模式和支出制度的重要理论基础,因此应继续对水资源费的性质进行分析和研究,为有关政策制度的完善提供理论支持。
Since the implementation of our water resource fee policy, our country has played an important role in saving water resources and promoting the sustainable utilization of water resources. However, in the theory and practice of water resource fee policy, there is still a problem of unclear understanding of the nature of water resource fee. In view of the correct understanding of the nature of water fee, it is an important theoretical basis to further improve the water resource fee collection mode and expenditure system. Therefore, the nature of water fee should continue to be analyzed and studied, providing theoretical support for the improvement of relevant policies and systems.
