新疆地区的新型农村合作医疗保障制度经过了一系列的试点工作后,在维护农民权益方面取得了一致好评,为农民减轻了负担,解决了实际问题。但是,在运转的同时也存在一些补偿制度不合理、卫生资源严重的不足、农民收入水平较低、农民的意识较差、缺乏有效的宣传与监督机制等问题,使新疆新型农村合作医疗保障制度无法得到良好的运转,因此对新疆新型农村合作医疗进行深入研究具有重要的理论和实践意义。
After a series of pilot projects, the new type of rural cooperative medical insurance system in Xinjiang has gained favorable comments on safeguarding the rights and interests of peasants, relieved the peasants of the burden and solved practical problems. However, at the same time, there are some problems such as unreasonable compensation system, serious shortage of health resources, low income level of peasants, poor peasants’ awareness and lack of effective publicity and supervision mechanisms, which make Xinjiang’s new rural cooperative medical insurance system Therefore, it is of great theoretical and practical significance to conduct an in-depth study on Xinjiang’s new rural cooperative medical system.
