1950年9月29日,山西省人民政府秘书长兼财政经济委员会主任杜任之,接到政务院副总理陈云同志打来的一个电话,电话说,三天后,将有一位华侨实业家前往山西,拟就在太原投资办厂一事,与当地政府进行磋商。陈云同志强调说,这是新中国成立后,由海外华侨实业家在我国内地兴办的第一家企业,也是朝鲜战争爆发以来,我中央政府实施沿海工业向内地转移的一个尝试,希望山西省政府能认真把这件事情办好,为兄弟省市作一个表率……
