一、引导农民更新观念,加快实施劳动力转 移的步伐 农村富余劳动力能否组织起来,能否动员他 们走出家门,加入劳动力转移就业大军,这是一 个很重要的问题。需要解决农民头脑中“不想转、 不愿转、不敢转”的想法,而实现这一目的.必须 抓住机遇,大力开展引导性培训,对农民进行法 律法规、务工常识、职业技能、权益保护方面的教 育,让农民提高认识、更新观念、消除顾虑、积极 外出务工。
