随着我国四化建设的发展,海岸带的综合调查与开发利用问题已提到议事日程上来,并已纳入国家的长远规划.这项调查、开发工作与开拓祖国大西北、大西南同样具有极其重要的战略意义.据专家估算,目前世界上约有1/3的人口集中分布于距离海岸线约50—80公里以内的地区.如美国约有75%的人口分布在这个范围内,一些重要的城市(如:波士顿、纽约、华盛顿、新奥尔良、洛杉矶、旧金山和西雅图等)也座落在沿岸地区,估计到2000年将有80%的人居住在离海岸线100公里以内的地带.我国海岸线长达18000公里.沿海地区七省(区)、市耕地面积只占全国的15%,而人口却占40%,沿海50—30公里以内,特别是东南沿海省(市),是我国经济、海运、文化科技比较发达的地区.我国不仅有漫长的海岸线,而且还有6000多个岛屿,沿岸地区、特别长江、珠江三角洲流域自然地理条件
