子曰:“道千乘之国,敬事而信,节用而爱人,使民以时。”两千多年前,孔子即提出了“敬事而信”的治国之道。如果政府无法以严肃负责的态度治理国家,不能对百姓以诚相待,则会使百姓懈怠多疑,丧失对政府的热情和信任,从而失去立国之本。公信,实为政府存续之基,却又宛如水晶般剔透与脆弱,容不得瑕疵,
