国家外汇管理局各省、自治区、直辖市分局、外汇管理部,深圳、大连、青岛、厦门、宁波市分局:为了引导和规范包机贸易,完善相关的外汇管理,进一步促进我国对外经贸的发展,现就有关问题通知如下:一、本通知所称包机贸易,系指境内企事业单位和个人委托经国家民航总局批准具有包租境外飞机业务的企业,以包租货运飞机方式向俄罗斯等独联体国家出口服装、家电、鞋帽等产品的贸易活动。
