近日,交通运输部《关于全面深化交通运输改革的意见》(简称《意见》)正式出台。内容涉及综合交通运输体制、交通运输现代市场体系、收费公路体制、现代运输服务等领域。《意见》共11个部分,42条改革任务,可分解为150多项改革举措,这些改革措施的落地不仅将有助于理顺交通运输管理体制,而且对释放改革和增长红利,缓解经济下行压力及转型升级都将起到重要的作用。《意见》的出台,意味深长,不仅指涉了深层问题,更是指向深远。从各方反应来看,这将是我国交通运输管理体制的一次重大改革。
Recently, the “Opinions on Deepening Transport Reform in All-Round Way” (“Opinions”) issued by the Ministry of Transport was promulgated. It covers areas such as integrated transportation system, modern transportation market system, toll road system and modern transportation services. The Opinions consists of 11 parts and 42 reform tasks which can be decomposed into more than 150 reform measures. The implementation of these reform measures will not only help to rationalize the transport management system, but also help release the reform and growth bonus and ease the economic downturn Pressure and transformation and upgrading will play an important role. The introduction of “opinions” has profound implications. It refers not only to deep issues but also to far-reaching ones. From the perspective of all parties, this will be a major reform of China’s transportation management system.
