监管场所应包括公安机关的看守所、拘役所、行政拘留所、强制戒毒所及安康医院,司法系统的监狱等这些可以对人身自由进行限制的国家暴力机关。本文中所指的建立联动体系的部门是看守所和监狱,这些对已决、未决在押人员进行监管和改造的场所内,集中着我国第三代罪犯群体,其中最为突出的组成部分就是俗称的社会底层人员,他们的犯罪行为和社会价值观代表着时代的特征、更彰显自我意识,使传统的矫正理念受到巨大的冲击。本文中,笔者想探讨一种公安、司法机关共建的循证矫正体系,来应对未来的罪犯改造工作。
Regulatory sites should include public security organs such as detention centers, detention centers, administrative detention centers, compulsory drug rehabilitation centers and well-being hospitals, prisons of the justice system, and other state violence agencies that restrict personal liberty. The departments that establish the linkage system in this article are detention centers and prisons. These three groups of criminal prisoners are concentrated in the places where the members of the detained and pending detainees are supervised and rehabilitated. The most prominent part of the system is commonly known as The bottom of society, their criminal behavior and social values represent the characteristics of the times, but also highlight the self-awareness, so that the traditional concept of correction has been a huge impact. In this article, I want to explore a public security and judicial organs to build the evidence-based corrective system to deal with the future transformation of criminals.
