随着2011年11月15日武陵山片区区域发展与扶贫攻坚试点的正式启动,涉及湖北、湖南、重庆、贵州4省市的11个地(市、州)、71个县(区、市),集革命老区、民族地区、贫困地区于一体,且是我国跨省交界面积大、少数民族聚集多、贫困人口分布广的连片特困地区的武陵山区,走在了新世纪新阶段扶贫攻坚主战场的前列。在党中央和国务院的统一部署下,如何探索新形势下区域发展与扶贫攻坚的新模式、新思路,也成为本届全国“两会”代表、委员们关注的话题。
