培育有文化、懂技术、会经营的新型农民,实现农民的知识化、职业化、现代化,是发展沿海都市型现代农业的关键。培育新型农民,应加强领导管理,树立城乡一体化的培训观念,完善农民教育培训体系,树立培训是投资的理念,加大投资力度,构建“短、平、快、灵”的培训模式;培训课程设置要以人为本,突出技能,培训方式多样化,积极探索“订单式”培训。
